Cuyahoga County CDBG Income Limits 2025

Is your Euclid home in need of repairs or upgrades, but finances are standing in the way? EDCOR's low interest home improvement loan program can help. With long repayment terms and a fixed 3% interest rate, these loans make critical home upgrades achievable for eligible Euclid homeowners. Maximum loan amount of $30,000 as of 5/13/25.

    1. You must be a resident of the city of Euclid, Ohio.

    2. You must own and reside in the home in which the proposed improvements are to be made.

    3. If you own a two-or three-family dwelling, you must reside on one of the units and only that unit may receive funding.

    4. You must have equity in your home.

    5. You must have owned and lived in your home for at least one year.

    6. Your household/combined income must be within the published Federal guidelines.*

Down Payment Assistance Loan (mortgage reduction program)

Buying your first home in Euclid just got a little easier! EDCOR's Down Payment Assistance Loan program helps qualified first-time homebuyers by providing up to $10,000 to reduce your bank loan - making your monthly payments more affordable. Over the life of a typical 30-year mortgage at 6.5% interest, this reduction could save you more than $13,000 in interest alone!

  • How it works:

    • Get up to $10,000 to reduce your mortgage principal at closing - you borrow less, so you pay less in interest.

    • Typical savings: over $13,000 in interest on a 30-year loan

    • 0% interest and no monthly payments

  • Forgivable loan:

    • This is a 5 year forgivable loan

    • Half of the loan is forgiven if you live in the home for 5 years and submit annual residency form

    • The rest is repaid if you sell or transfer the home

  • Who can apply:

    • First-time homebuyers purchasing in Euclid who meet income limits

    • Home price must be $209,000 or less for existing homes or $273,000 or less for new builds

    • Loan amount is up to 17% of purchase price, capped at $10,000

    • Able to contribute 3.5% down payment from your own funds

  • What to submit:

    • Signed and completed application

    • Certificate of completion for HUD-pre purchase counseling

    • Pre-approval letter from mortgage lender

    • Proof of ability to contribute 3.5% of purchase price from own funds (bank statement, 401k)

    • Copy of last two federal 1040 tax returns

      • If self-employed, copy of last three 1040 tax returns, profit & loss statements

    • Copy of last two W-2 forms

    • Copy of last 4 paystubs for all jobs held by anyone working in home

    • Copy of driver’s license/state ID for anyone 18+

    • Copy of birth certificates for minor children

    • If you collect a pension or SSI, copy of award letter

    • $150 application fee (sent via Intuit QuickBooks via request to our email info@edcor.org)

Neighborhood Opportunity Grant

Final Round

The Neighborhood Opportunity Grant (NOG) has helped many Euclid homeowners make important home repairs over the years, improving curb appeal and strengthening pride in our neighborhoods. As EDCOR’s Program Manager, I’ve seen how these repairs—new roofs, porches, and fresh paint—can truly transform both homes and the people who live in them.

This year marks the final round of the Neighborhood Opportunity Grant. Homeowners can receive up to $7,500 for exterior, street-visible repairs, with a required 10% homeowner contribution. Eligible projects include windows, doors, tuckpointing, roofs, driveways, sidewalks, porches, railings, gutters, painting, and siding. Landscaping and backyard repairs are not eligible.

To qualify, homeowners must live within Euclid city limits, be current on property taxes, and either meet income guidelines or live in a qualified census tract.

Applications will be accepted online only from December 5 through December 19 at https://tinyurl.com/y5fzk9k4.

For those who need help applying, EDCOR will host an in-person session at Moore Counseling and Mediation Services (MCMS), 22639 Euclid Avenue, on Saturday, December 6 from 10:00 a.m. to 12:00 p.m. Computers and staff will be available to assist applicants.

Emma will be at the Senior Center December 10th and December 17th from 10am – 11:30 am to assist seniors with filling out the application.

The Neighborhood Opportunity Grant has made a lasting impact on our community—helping residents stay in their homes and strengthening the character of our neighborhoods. I encourage all eligible homeowners to take advantage of this final opportunity to make visible improvements that will benefit both their homes and the entire city of Euclid.
